Axolotls should be able to spawn in higher light levels

Whenever I try and find axolotls in a lush cave, I struggle a lot because I found out axolotls only spawn in lower light levels. to me, This does not make much sense because lush caves are pretty much very bright except in some area areas where the cave roof is very high, I feel it would make more sense if they were able to spawn and higher light levels that way, they are more easy to find and make more sense for the game
