Just like how there's Lanterns that you can hang a quote-unquote "torch" from the ceiling, there should be a Redstone Lantern - which functions almost identically to a Redstone Torch, but with a twist.
It would glow in the classic red color, with a light level of 7, matching the Redstone Torch.
I imagine it should be crafted with a Redstone Torch in the middle, surrounded by 8 copper nuggets - mirroring the recipes of the other Lanterns, but with copper nuggets instead of Iron Nuggets.
When you place it on the ground, it functions identically to a traditional Redstone Torch, where it takes input from the block it's placed on and it powers everything adjacent to it, BUT when you hang it from the ceiling, it takes input from the top block that it's mounted on, and powers the block directly below - that way, you can build the classic Redstone torch tower except the signal goes down instead of up.
Also, the Oxidation Level should affect the delay, where:
Fresh = 1 tick delay (just like normal redstone torches)
Exposed = 2 tick delay
Weathered = 3 tick delay
Oxidized = 4 tick delay
That way, it could also serve a similar role to a repeater, but oriented vertically rather than horizontally.
Of course, it would probably be annoying to have to wait for the right oxidation level before locking it in with wax, so I also suggest that right clicking on a Redstone Lantern with a water bottle would immediately add 1 oxidation level, and right clicking with an axe would remove 1 oxidation level.
