Add "forceEnchant" attribute to enchant command

If it's 1, don't check if the item can have the enchant or if the level is too high, just apply the enchant. This is mostly for bedrock but it also makes enchant editing for java slightly easier. The syntax should be /enchant <target> <enchant> [level] [forceEnchant] also im throwing the thing at the end because otherwise commands made previously will break. if omitted the attribute should default to 0, and as such limit enchants by their level and applicability to items.
