Serverwide f3 menu restrictions

There are many rules that a server or smp may want to make in order to better the playing experience. One that I've seen is to make the use of the pie chart not allowed, in order to encourage more elaborate bases. However, this is not necessarily enforceble due to the pie chart being a fundamental part of minecraft, which begs the question: should the ability to modify client-side actions, specifically the information displayed on the f3 screen, be added to servers?
