Mining Reinforced Deepslate to require a Netherite Pickaxe

Very simple and on point. Being able to obtain Reinforced Deepslate should be made possible, but only when a player mines it with a Netherite Pickaxe. This would bring an extra use for Netherite Pickaxes which would allow players to unlock obtaining this additional block.
