Particle command directionality and movement in bedrock

Particle emitters should be able to be moved and rotated with commands in bedrock edition, basically just put the java command in bedrock.

    Love this idea, give us freedom in the sandbox game, this makes map making more fun and dynamic we all know how much particles can add to a map
