I propose a water update: There's a whale pulling a boat, or a villager captain with his crew, and pirates sailing their ships and cannons. There are also catapults, cabin hammocks. Placing a steering wheel transforms wooden blocks you've placed into a boat within a 20-block radius. Villagers can also be paid, and there's a work block that allows them to become captains or crew.
Sometimes the whales are dirty. Then you can clean them with scissors. Sometimes there are treasures like diamonds or an ore that is even better than netherite.
There are also fighters on the boats who fight against the pirates and defend the villagers if they are attacked. You can pay them for protection, or even use the pirates to fight them. You can also use them to launch new raids—sea raids that operate across the water. There are also chains to keep the boats from drifting away. You can secure them to the harbor with a chain. There's a village on the waterfront where villagers are constantly coming and going. These villages are always a bit bigger than the others. Sometimes there's an empty house, and a villager will move in. You can also find boats there.
You can tame the whales with plankton. You get plankton from a net, and you can pay the villagers for it with emeralds. You have to pay the pirates with emerald totems and weapons, but they are also stronger than the villagers.
An observer can see if the whale is dirty. Then he can send a signal to a piston that cleans the dirt.
