The duke would spawn about as often as the witch, The duke would basically look or be based off the idea of a vampire. The duke would have the same ability as a evoker, but the mobs he would summon would be 3 (hostile) bat creatures (resembling vexes). Neutral bats would be drawn to this mob within a certain radius. Its ranged attack wouldn't deal damage, but it would add a slowness effect.
Reason for addition: People have been asking for a new hostile mob based on the vampire for years, the function of the evoker is pretty limited to the one mob. You could even say that just like the skeleton, or zombie having their cold/desert variants, the evoker could have a variant, and that is the duke. It would add a mob that you wouldn't really want to come across because of how deadly it could be at the wrong time. Minecraft's mobs have been around for a long time, with no real above ground additions since the phantom. A few rare mob spawns would make it a little more fun.
Item drops: This mob would drop bonemeal, Bottles, Fangs (could be used to make arrows in place of flint), and a totem of lightness. Once you are falling more that 7 blocks, it would be used, and give you a slow fall effect. We have all been in a position where we fall, and don't have time to switch to a rocket, or get a water bucket. This would help us stay alive in that regard. The slowness effect would only last a few seconds.
