Make Hoppers more adaptable

Hoppers need either a check box or a switch (possibly an external lever) that would lock the filter items.    This would allow another option when it comes to sorting inventory.  potentially cutting down on lag.  Since the 5 items stored in the hopper would be locked only those five items would be allowed to pass through. 

To me the hopper has seemed to be an idea where further development was intended but never revisited.
