According to Minecraft's rules, saplings grow into trees. The azalea isn't a sapling, so it doesnt make sense for it to become a tree when grown. I think they should turn into hedges instead.
The azalea tree that exists right now could be replaced by different type of tree. Perhaps a variant of oak tree, rebranding the current-day azalea tree as a different type of oak tree. This would make sense as the azalea doesn't have its own wood variant.
If you encase the azalea with blocks and bone-meal it, the azalea hedge should grow within the boundaries of those blocks. This way you can shape the tree before its even grown.
When no blocks are encasing the azalea, the hedge should grow into a hemisphere with the flat side closest to the ground and have a diameter of about 6-9 blocks.
