(Dungeons Parity) Add the Barrier Chestplate Enchantment

There has never been an exclusive enchantment for the chest plate but I think that this enchantment would fit that role. The Barrier enchantment is an unused enchantment in Minecraft Dungeons where your protection is determined by the number of enemies around you. It's basically an enchantment that's good for crowd control, but this would need some tweaking to prevent it from being overpowered:

First off, the enchantment would be capped at 4 so the protection isn't infinite

And the obvious addition is that this would not be compatible with Protection
