Non biome specific villagers should be changed

Recently when scrolling through the texture files in minecraft java I noticed that all villagers, no matter what biome, have a texture underneath their biome specific clothing. I think that this could be used instead of the plains villager texture, for every non biome specific villager, or instead each villager has a group of biomes that their texture is used for.
