Add hotkeys for increasing or decreasing GUI Scale automatically

The Options menu, the Inventory/Crafting GUI, and the F3 debugger should each have their own GUI Scale setting.

    Do you want seperate scales for different UI's or hotkeys to increase and decrease the scale or both? Both seem unnecessary to me, and if you're gonna do hotkeys for that, you should add hotkeys for everything.
