(Bedrock Parity) Make Blue Ice Glow on Java

For those of you who don't know, Blue Ice on Bedrock Edition has a light level of 4. This would be so nice to have on Java because we don't see a lot of glowing apart from the Glow Squids and luminescence is a very important and fascinating feature in nature. Seeing a glowing glacier and having more glow to your builds would make Blue Ice an even more unique block instead of it just having slightly less friction.
