Allow it to spawn frequently in the forest, preferably in the dark oak forest. It will give that biome a unique exclusive mob and for lore reasons. Perhaps they could spawn in groups of two or three and glow to make them easier to spot.
You can take them with a lead but you can also capture them like how you would capture a fish in a bucket and take it wherever you want so they can be easily portable. When you kill a Evoker, they may drop an item that allows you to capture the allay. With the Evoker wielding this item, it demonstrates that they capture allays and somehow corrupt them, but in the player's hands, instead of evil vexes, you'll have allays.
Make them extremely efficient at gathering items by flying faster than the player can run, giving the impression that they're in a hurry to be helpful or something, and allowing them to pass through blocks like the vex. Increase the distance they can travel when gathering items as well.
When you interact with a note block, you will notice note particles with different colors depending on their pitch. What if you could assign an Allay to a specific note block by right-clicking on it, then right-clicking on the note block you want to assign it to, and the allay would change color to match the note? Perhaps you can change the color of the allay by changing the pitch of the block, so that you can tell which allay is assigned to which note block by its color.
