Guardians Need Different Spawning Rules
In the latest snapshot of the Java Edition of Minecraft, 21w41a, I have a survival world I've been playing in to test new features, and I found myself needing sponges to clear some small aquifers from around the caves by my base. So, I find an Ocean Monument and I immediately notice that there are NO guardians whatsoever. I didn't see a single one while fighting it, inside or outside the monument. The light level 0 mob spawning rule is a lot nicer than how it worked before, but that doesn't work whatsoever for underwater mobs like guardians. I believe that guardians should either spawn regardless of light level in exclusively Ocean Monuments, or have their rule be reverted to prior to 1.18.
