This new hopper type would be made with copper. This would give a good practical use for the more common metal, and also allow players to have more access to hoppers early on compared to iron. Functionally it would be a sidegrade to the iron hopper. It would act the same (five slots, single hopper speed, pull items out, push items in, etc) with two key differences:
1: It can't be disabled with redstone. This makes copper hoppers impossible to use for filters and such, but it also means you can use them in proximity to redstone signals without problems.
2: If a copper hopper doesn't have a container to push its items into, it would drop its items into the world instead. Unlike a dropper, it would drop its inventory with very little force, almost straight down. This makes the ability to automatically drop items into the world very easy to access, but it makes copper hoppers impossible to use for minecart/shulker etc. loaders without leaking items.
It would be better than a dropper clock for a lot of scenarios too as it's smaller and makes no noise, although a dropper clock would still be better sometimes as a dropper goes faster.
Compared to iron hoppers, a copper hopper fills a different use case, like a dropper compared to a dispenser. Copper hoppers are better for use en-masse where you're not making use of the locking feature, or for dropping items into the world, while iron is better for heavy-duty sorting or shulker/chest loader applications.
