Add a new /title subcommand.

I like messing around with commands and I’ve noticed that the /title subtitle won’t run without the /title main title. I was thinking we do the same with the /title main title by adding a new subcommand, /title run. This would run the title, subtitle, and action bar titles all with the correct times.
