Capes Should Sync Between Versions

Since Java Edition and Bedrock Edition now use the same account system, it would make sense for capes to transfer between versions with the same Microsoft account. This would, for example, make the account migration cape be usable on bedrock, where not as many people would have it. This would mean capes would feel a little more unique, since there would be more variety, and would also allow the old Minecon capes to be attached to skins on both editions. Understandably, this would not work for other things like skins, since the two versions approach those things very differently. However, capes are approached almost exactly the same on both versions, so they would be one of the things that would make sense to transfer over.
