Add a command to disable collisions at the boat

Enable disabling and enabling boat collisions can:

1.Help to load the servers less.

2.Can't stop you when you overtake your other player.

3.Disabling boat collisions will help when creating some maps.

1. When boats collide, there is a miscalculation of the further movement of boats, which can greatly load weak servers. When collisions are disabled, the boats will pass through each other, which will not cause a miscalculation of the further trajectory, therefore it will ease the load on the server.

2.Most use a boat to ride on the ice. And when playing on large servers, the ability to pass through other people's boats will help relieve traffic on icy roads.
