I think that all unique items with built-in enchantments should have that enchantment level up depending on the difficulty. On Default, the enchantment should be lvl 1. On Adventure, it should be 1-2, with the likelihood of 2 slowly increasing to 100% by the time you reach Adventure 6. On Apocalypse, it should be 2-3, with the likelihood of 3 increasing to 100% by the time you reach Apocalypse +1. I think it could also be cool if, on the highest Apoc difficulties, you could sometimes find uniques with level 4 built-in enchantments.
Also, there would have to be an orange border surrounding the unique effect to distinguish it from gilded or other built-in effects.
The reason for this is that when you have enough points to get any level 3 enchantment you want, you’re going to deliberately avoid uniques with the enchantment you want because the enchant will be better if you get it on something else and can get it to level 3. This makes unique items feel kind of worthless. They should feel like the best, most unparalleled piece of gear you could find for a certain build.
If you found a unique with a level 4 unique effect, you would know that that was the best possible version of that item and you couldn’t find it anywhere else. It truly makes uniques feel unique, and I think that that is something sorely lacking in the higher levels of this game.
