Framerate priority over chunk loading option for Bedrock

Currently on some mobile platforms the game stutters and lags considerably when loading in chunks. From my understanding this is due to the sudden spike in CPU usage causing the processor to throttle GPU and in turn causing lag spikes. It would be helpful to have an option to prioritise the framerate over chunk loading speed so that you can smoothly walk around in your world with a consistent framerate.
