Visibility decreases in rain and snow.

Currently, rain and snow does not decrease visibility in Java. It would make sense if rainstorms and thunderstorms decrease visibility by 100 blocks. When it snows I believe it should decrease even further 15 blocks (whiteout conditions). This would make visibility especially dangerous in the new mountain biomes. Of course not all biomes have snow and rain and I believe it should not have this new effect. You should also have the ability to toggle this in settings as well. Just a suggestion I had.
