Because mojang has been connecting old terrain with new ones in experimental generation (no flat chunk borders, new terrain below old worlds) it seems the only thing left to do blending old terrain is (apart from building on other ideas, bug fixes or better ai)
Is generate copper in existing terrain granted the space is untouched.
This could be done by checking the world with the 1.16 terrain and only changing whats the same (you could do that with netherite while your at it)(it is possible because you did it with bedrock to deepslate).
