Creepers have not been updated in a long time, for good reason, but I think this update would be small enough to not fundamentally change the creeper design-wise, but substantial enough to make for some interesting mechanics. In Minecraft, explosions function with a number from 1 to 8 known as their explosion strength. If you threw a Splash Potion of Strength at a creeper, it could increase the strength of that creeper's explosion, perhaps making it almost as powerful as a bed in the Nether with a Strength II potion, and as powerful as TNT with Strength I. Likewise, if you threw a Splash Potion of Weakness at it, it could weaken the explosion strength, perhaps making it only as strong as a ghast's fireball. This could also work for the charged creeper, making their explosions as weak as a normal creeper's explosion, or as strong as an explosion can be in the game.
