Allow numbers as hex or binary

Using numbers like 0x41 or 0b11001100 or even octal would be better for binary manipulation if it ever gets introduced into the game for example you have a number like 0x8000 but you have to make it a decimal because that's the only type minecraft supports so the number would be 32768 for some people it might not make sense from where that came from, some might know but this have more numbers to represent as would be better for some things where it's important for binary manipulation or other things
