There should be an item that can't be dispensed from dispensers, and can't be selected to be used by the dispenser. This is to make filling dispensers with items less resource-intensive.
There are many implementations of honey farms, for example, which require completely filling each dispenser with 9 stacks of glass bottles. This is so that the honey bottle collected by the dispenser is forced to be dispensed instead of collected in the dispenser's inventory. This is a ridiculously large number of glass bottles for a decently sized farm.
The fact that the item can't be selected by the dispenser to be used is to select the one slot filled with glass bottles.
