Raid captains spawn rather inconsistently in levels due to the way their spawning works. It seems that whenever a room aside from the main path is generated there is a chance for the room to contain a raid captain. This works fine on most levels, but on levels like Creepy Crypt, Highblock Halls, and Underhalls, raid captains spawn almost everywhere, whereas in Obsidian Pinnacle I can never find a raid captain.
My solution is simple: The chance of a raid captain spawning in a side room should be modified by the size of the room. This means that levels like Creepy Crypt, where the rooms are numerous and tiny, would have less raid captains per room but still a similar number of raid captains to Obsidian Pinnacle overall.
I think raid captains are a great part of the game, but it still annoys me that I cannot complete Creepy Crypt, no matter how hard I try, because there are so many raid captains!
