custom potion command

Like the effect command but puts it in a potion

    give @s potion{CustomPotionEffects:[{Id:1b,Duration:60,Amplifier:2b}]}

    this gives a potion giving speed III for 3 seconds. That the ID is numerical and not a string is reported on the bug tracker.
