A mob that looks like a normal creeper, but with kelp on its head and is chained to the bottom of the full water location so that its head is up to one block below the top of the water and looks like kelp from the surface and explodes instantly on contact.
Creepers that wander into the water have the same tendency to become Sea Creepers as Zombies have of becoming Drowned.
