Two people on a horse

I believe that as saddles are so hard to find on minecraft that it should be possible for two players to ride one horse.

It should work like boats.

One person should steer the horse while the other is a passenger.

    NPC mobs shouldn't be able to ride, since Horses aren't specifically controlled by other AI entities, but putting 1 saddle on a horse should seat about 2 players
