As a fan of Guardians, I was thrilled that I would get the chance to use a Guardian's laser via an artifact. Imagine my dismay when the artifact was kinda useless.
Now, I understand that the Eye needed some handicaps to keep it from being an over-powered replacement to the Corrupted Beacon, which it got in the form of a long cool-down, short charge-up period, slow aiming while firing, limited fire time, and unable to stop it manually without drinking a health potion or using another artifact. However, its damage output is what renders it virtually useless.
This reduced damage output may not have been intentional, as seen in the launch trailer. In the trailer, there is clip of a player using the Eye to take down basic and slightly stronger Drowneds with similar ease to that of the Beacon; while in game, it takes longer to take down the same tiers of enemy.
I submit that the Eye should have a damage output "slightly" less than or equal to that of the Beacon's; or, perhaps, the cool-down should be reduced. Another possibility is to increase the damage output while reducing the firing time. The idea of which is to deal the same amount of overall damage that it does now while reducing the time during which the player is vulnerable to attack.
In conclusion, I understand that the limitless uses of the Eye compared to the Beacon demand that the Eye be nerfed, but that doesn't mean that it should be as weak as it is currently.
