(parity) Using account migration to sinc skins across java and bedrock

With the new account migration coming, this would be a great opportunity to implement skin parity between java and bedrock for accounts that own both. If this effect were in place, I could for example change my skin on bedrock and have it change across all devices and on java (not including skins that exceed the hitbox limits). And if I were to change my skin on java, that skin would transfer to all of my bedrock devices and would be usable everywhere.
