Enchanted Grass is meant to be a special reward for only experienced players who have put a lot of time into exploring the world of Minecraft Dungeons (or who look things up instead.) It isn't actually a super useful artifact, because the effect you get from it is determined by RNG and they all aren't that powerful, but it is a satisfying 100% chance reward from clearing the big, scary boss in the incredibly hard-to-unlock secret stage. (I'm not going to give any spoilers about it.) The Enchanted Grass is really more of a trophy than an artifact, earned by playing the main game to the very, very end.
In the Ocean DLC, the Enchanted Grass is found in the loot pool of the Radiant Ravine secret stage. Being able to obtain it from a random level kind of lowers the item's value a lot, and also may disappoint players who beat the secret stage sometime after they get the Enchanted Grass from Radiant Ravine. It's also disappointing for people who already have cleared the secret stage to play Radiant Ravine afterward, as if you have beaten the secret stage, then you definitely already have an Enchanted Grass, so finding another one is disappointing.
Suggestion: Replace the Enchanted Grass in Radiant Ravine's loot pool with a different uncommon artifact. Maybe a different summoning item, like Golem Kit or Soul Lantern, or something.
