Phantom skulls would protect you from phantoms, and maybe make you faster when you use elytra. It would be crafted using phantom tissue. To make phantom tissue, you need 8 phantom membranes around a bone. Then you need 2 phantom eyes (new drop) with 4 phantom tissue to craft the phantom skull. The name can be changed.
