The Structures in Minecraft are mostly pretty old. The temples are the same ever since they first came out, the strongholds are pretty old and the nether fortresses were completely ignored in 1.16 eventho they are the reason you even explore the nether. And dont get me started on the, by now almost useless loot in these things.
Updating a game is a lot of work to be done by only a couple of people. So why not outsource the work to the community. Jigsaw blocks, structure blocks and datapacks can already create structures like villages and bastions. So why not use them more.
My suggestion would be to create a contest where people from the community can improve the structures using the tools I mentioned earlier. The best builds could then end up in the base game after some smaller changes like mob spawning or a few new blocks. The Community would be happy to change the game they love to play.
If you follow this suggestion or not, you will have to update them eventually. This would be a way to make the community happy, the staff less busy and something great to put in 1.18 as an excuse for the few blocks you call the 1.17
