Restructure Loot in Chests and Fishing

Now that saddles and horse armor are craftable the ratio of treasure to junk while fishing has significantly decreased, and once name tags become craftable that will only get worse. Also in end cities saddles and horse armor still appear which seems kind of disappointing because they’re common items now.
