I'm here to speak on behalf of the entire community that grew up playing Minecraft and has been a fan of the game since 2013. Like me, many other players would like to see the Legend of Herobrine introduced Officially within Minecraft as a type of Boss, but for that reason I've separated some ideas that might be viable for a good introduction that doesn't destroy or compromise the players' experience.
1 - Herobrine can only appear if summoned as a form of temporary curse.
2- In order for Herobrine to be summoned, a specific location needs to be created for him, just as we have a specific scenario for the Warden; this could be the way to find Herobrine, It would be interesting to introduce him into some kind of exploration cave or an abandoned mine, thus reusing existing abandoned mines in the game for a possible appearance of him, As described in some accounts and in the legend itself, where he appeared in caves or an exploration mine, or you could create a kind of new, specific scenario for him Inside a cave where he can appear to the player, it would be cool to have Herobrine appear to the player and guide them to the Summoning Totem.
3- Ways to Defeat Him
Herobrine could only be defeated if something specific was destroyed, or until the temporary curse ended; however, this curse could return at any time if the Totem was not destroyed, To make things a little more difficult, the Totem could teleport to another location on the map so that it's not so easy to defeat.
