You can do this with string for saplings and shears for vines. The only thing this would be "useful" for would be for crops, but I have to ask why anyone would want that in the first place. Would make sense to add something like the super bonemeal for education addition.

In response to the comment, this addition would obviously be cosmetically focused like the golden dandelion it comes from. The sheering referred to doesn’t work on normal vines and only stops cave vines from getting longer and doesn’t stop the fruit from growing. The reason anyone would want this in the first place is so that they can keep earlier crop stages for design purposes including ancient flowers, use saplings decoratively outside of pots without the use of string, potentially extending to other plants requiring string like sugar cane or cacti or especially vines because, again, sheers don’t work on normal vines and they spread in all directions on a flat wall which can make it much more difficult or impossible for string to be the solution. I have seen many complaints about needing to use string to block growth. Mojang is adding an item that haults aging so it seems like a pretty natural next step to extend that property to plants. The golden dandelion has very little “practical” application for anyone not concerned with design and its derivative, golden bonemeal, would share that quality. It seems to me like a better and more extensive solution to pesky unwanted plant growth in all forms that integrates well and expands on a now already existing feature. I understand the Minecraft design philosophy of avoiding any redundancy, however much of the function of golden bonemeal would be new, the current “string solution” is incidental and far more crude.
