I suggest adding a new gamerule called starvationDamage
This gamerule would not remove the hunger bar or change existing hunger mechanics. Players would still lose hunger as usual, and not be able to sprint when hunger is low. However, when starvationDamage is set to false, players would no longer take damage when their hunger level reaches 0.
This would be especially useful for map makers who want hunger without player death, and for players who prefer a more relaxed survival experience
This gamerule would fit well with fallDamage, fireDamage, and drowningDamage.
