First of all, I suggest fixing and upgrading the AI of the spider jockey. A lot of the time, the spider goes into a one-block-high space, causing the skeleton riding it to suffocate and die. Also, increasing the movement cost of walking through water would help avoid the common separation of the two mobs while in water. Additionally, allowing not only the skeleton to attack but also the spider would make the encounter more interesting and challenging.
Spider jockeys — and spiders in general — could have the ability to change position depending on the surface and pathfinding, such as rotating their bodies to match walls and being able to hang upside down from ceilings. A skeleton shooting while the spider is attached to the ceiling would create a very interesting cave encounter.
This would also require upgrading spiders in general, as mentioned in the “Fix Spiders” post.
