Minecraft currently has the Drowned as the underwater version of the Zombie. For game consistency, the Skeleton needs a similar transformation. I suggest the Sunken Skeleton—a specialized ocean variant that adapts to its environment.
How it Works (The Mechanics):

Transformation: Similar to how a Zombie converts into a Drowned, a Skeleton that remains underwater for too long will begin to shake and transform into a Sunken Skeleton.

Contextual Spawning: The mob changes its appearance based on the biome it is in.

Coral Variant: In Coral Reefs, it features vibrant Brain or coral fan growths.

Seaweed Variant: In Cold/Deep Oceans, it is draped in kelp and seagrass.

Drops: the coral variant drops coral fan and, bow and arrow,and bones, the seaweed version drops kelp and, bow and arrow, and bones.

Technical Detail: This uses a single Spawn Egg that detects the biome,
keeping the creative inventory organized while adding visual depth.
Why this fits Minecraft:

Lore: It shows that the ocean "claims" anything that stays underwater for too long.
