Enabling resource, shader, and data packs using a command or sign

Add the ability to add resource packs, shader packs, and data packs using commands (or sign).
 
The ability to specify how it should be overlaid with other resource packs (on top, underneath, or replace).
 
Also, the ability to create links to words.
So other players can connect to the resource pack by clicking on a word in chat or a book, or by clicking on a sign.
