Cupids arrow universal breeding consumable item

A consumable heart arrow item that can but fed or shot at any two mobs to cause them to breed producing hearts, just like when feeding animals food. I'm suggesting this idea because there are lots of mobs and new mobs without a simple way to make more of them, so if we could breed any animals of the same type using one kind of item for any and all of them it would open up a lot of fun possibilities. just like the golden dandelion

    how would we obtain this item? maybe because it's a heart it could be a drop you can get from breeding animals a lot.

    is it always usable as an arrow or would it make more sense to be crafted from the heart item and a regular arrow.
    just to give it range.

    this seems like a mod idea but they the golden dandelion do to, and if it's a rare item even if it's hard to craft like it could even just be a love potion or something. it could allow us to breed polar bears, parrots, happy ghasts, squid's etc.
