Offline Skin Support

As of today, the java launcher does not support the use of skins without an internet connection. When offline, every player is assigned an unchangeable skin tied to their uuid which requires the player to utilize a resource pack specific to their assigned skin. We should have the ability to, at the very least, be able to choose which of the 9 default skins we use. It would also be nice to have local custom skin support within the launcher's "skin library".

    Its not just Java players, my cousin had this problem with his switch cause he dosen't have an account either.
