abilities for offline mode

when playing minecraft bedrock offline (PS4/ Xbox One/ Series X-S) why is it we don’t have access to our custom skins or world biomes? why aren’t they just added to the storage of minecraft on the console so they can be loaded even when offline? we shouldn’t be punished for when our internet goes out. Also we should be given the choice to choose which version of minecraft we want to play so we can experience older versions of minecraft for fun, yes even offline, but especially with friends!
