Make Minecarts faster only when player is in the minecart

Only when a player is inside a Minecart it should go a maximum of 48 b/s keeping farms and redstone contraptions that use minecarts at the 8 b/s intact .Also so you to take advantage of this feature you should be able to make Minecart trains using chains so that you can move your things around with improved speed
