Ingame World Options Menu

in 26.1-snapshot-3 we got the in game World Options... button. A great addition! 

However i think we need more, we should be able to enable Experiments from that menu, as well as add and remove data packs! (and a reload button so you can enable them without the /reload command)

While at it a dedicated Data pack folder, like we have for resource packs, so i dont have to move files around
