Not allow texture packs for certain worlds

If you are the owner of a world, a server, or a Realm there should be a way to not allow other players on to use texture packs, so that X Ray and a few other cheating texture packs Aren’t allowed, but there should also be a way to allow some texture packs like Actions & Stuff, and other packs like that, it should all be up to the admin, this would help so much in realms and servers, but if the admin wanted to allow Xray then it should still be an option.
