Add skin pack 4 through 6 + the Legacy Skin Pack

Skin packs 4-6 from legacy console should be added to Bedrock + the Legacy Skin Pack which was removed from the Marketplace in 2022. It'd be great to be able to use these skins again.

Also bring back the Herobrine skins in skin pack 1, 1st birthday skin pack and skin pack 3. There's no reason these couldn't be re-added as they're not licensed
